Simplification benefit of consumption taxes? I keep hearing this argument, but it just will not jive with my real-world experience. I’ve defended clients in income tax, sales tax, and VAT audits. Undoubtedly, the sales tax and VAT have been the most challenging. In theory, a consumption tax need not be any longer complicated than an income tax, but that’s not what I’ve observed in practice.
Here in Arizona, the state, region, city, and other authorities entities (such as the airport power) may each taxes the exact same transaction differently. One final notices — perhaps the simplest changeover to a “consumption” tax would not involve sales or VAT taxes at all. Rather, we would keep the current income tax and give everyone an unlimited deduction for cost savings.
